 Job Summary:

The Senior Payroll Specialist is a key member of the Human Resources team, with primary responsibility for ensuring the accurate and timely processing of payroll for a multi-state and multi-location workforce. This role requires expertise in all aspects of payroll operations, including weekly payroll reconciliation and processing, compliance with complex regulatory requirements, and meticulous attention to detail. In addition to managing payroll, the Senior Payroll Specialist will develop and implement policies and procedures, create performance metrics, and provide actionable insights through comprehensive reporting and analysis. By driving process improvements and enhancing payroll systems, this position ensures operational excellence and supports the overall success of the organization.

Responsibilities:

Payroll Processing and Management:

  • Manage and execute the end-to-end payroll process for all employees across multiple states and locations, ensuring accuracy and timeliness and compliance with federal, state, and local regulations
  • Process weekly payroll, including reviewing time records, verifying calculations, and producing paychecks or electronic transfers
  • Review and verify payroll data to ensure accuracy, resolve discrepancies, and maintain payroll systems by updating employee records for changes in compensation, benefits, and deductions
  • Act as the primary point of contact for payroll-related inquiries, resolving issues promptly and professionally

Process Improvement and Automation:

  • Maintain and optimize payroll software and systems, troubleshooting issues and ensuring seamless integration with other HR and financial platforms
  • Lead initiatives to evaluate and improve payroll workflows, identifying opportunities to enhance efficiency, accuracy, and compliance
  • Collaborate with cross-functional teams to implement automated solutions and best practices.
  • Develop, update, and implement company policies and procedures for payroll operations to ensure consistency and compliance

Analysis and Reporting:

  • Develop and maintain payroll scorecards and metrics to monitor key performance indicators (KPIs) and ensure alignment with organizational goals and regulatory requirements.
  • Conduct in-depth analysis of payroll data to identify trends, risks, and opportunities for improvement
  • Prepare detailed reports and dashboards for senior leadership, offering insights and recommendations to support decision-making
  • Manage union fringe benefit setup and reporting to ensure compliance with applicable agreements
  • Perform prevailing wage calculations and certified payroll reporting, ensuring requirements are met
  • Handle OCIP/CCIP enrollment and reporting to support project compliance requirements

Compliance and Auditing:

  • Set up and maintain accurate tax jurisdictions for payroll processing
  • Monitor tax compliance to ensure adherence to federal, state, and local regulations
  • Stay updated on changes in payroll laws and regulations to ensure compliance and conduct audits to verify payroll accuracy

Qualifications:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field
  • Minimum of 5 years of payroll experience, including at least 2 years in a senior or lead capacity
  • Experience managing multi-state and multi-location payroll operations
  • Strong analytical and problem-solving skills, with the ability to interpret complex data and provide actionable insights
  • Comprehensive knowledge of payroll laws, regulations, and best practices
  • Proficiency in payroll systems and tools; experience with ADP Workforce Now preferred
  • Certification such as CPP (Certified Payroll Professional) preferred
